Abstract: The importance of development projects for the economy of any country is determined by their ability to create a large number of jobs, the possibility of consuming products from many sectors of the economy and ensuring sustainable economic development. This ability is especially important for the economy of Ukraine, which is suffering heavy losses as a result of the martial law, the destruction of part of the production potential, and significant losses of the workforce. The economic effect of development is enhanced by the multiplier effect. Therefore, the successful implementation of development projects is designed to create conditions for solving the main problems both in society and in the economy. Such changes mark the beginning of a new stage of Ukraine's development, that is why the study of the possibilities of applying economic development projects in the conditions of recovery and development of Ukraine at the time. The work examines the problems of implementing economic development projects and substantiates the feasibility of their application. Scientifically based conceptual principles and practical recommendations regarding the main trends of management of development projects have been developed. The specifics of development projects are established - the goals are not only the final results of the project, but also the chosen ways of achieving these goals. The proposed measures make it possible to ensure the controllability of the project implementation process, thanks to the analysis of tools, the implementation of project risk assessment and their prevention, the use of the most effective organizational structures, the appropriate management algorithm, procedural and digital model, and the achievement of the project goal. To ensure post-war development, it is advisable to combine the efforts of the state and business entities in a joint program for the development of the national economy. Значення проектів розвитку для економіки будь-якої країни визначається їхньою здатністю створювати велику кількість робочих місць, можливістю споживання продукції багатьох секторів економіки та забезпечення сталого економічного розвитку. Ця здатність особливо важлива для економіки України, яка зазнає великих втрат внаслідок воєнного стану, знищення частини виробничого потенціалу та значних втрат робочої сили. Економічний ефект розвитку посилюється мультиплікативним ефектом. Тому успішна реалізація проектів розвитку покликана створити умови для вирішення основних проблем як у суспільстві, так і в економіці. Такі зміни знаменують початок нового етапу розвитку України, саме тому доцільне дослідження можливостей застосування проектів економічного розвитку в умовах відновлення та розвитку України. У роботі розглядаються проблеми реалізації проектів економічного розвитку та обґрунтовується доцільність їх застосування. Розроблено науково обґрунтовані концептуальні принципи та практичні рекомендації щодо основних напрямків управління проектами розвитку. Встановлено специфіку проектів розвитку – цілі – це не лише кінцеві результати проекту, а й обрані шляхи досягнення цих цілей. Запропоновані заходи дозволяють забезпечити керованість процесу реалізації проекту, завдяки аналізу інструментів, впровадженню оцінки ризиків проекту та їх запобіганню, використанню найефективніших організаційних структур, відповідного алгоритму управління, процедурної та цифрової моделі, а також досягненню мети проекту. Для забезпечення післявоєнного розвитку доцільно об'єднати зусилля держави та суб'єктів господарювання у спільній програмі розвитку національної економіки.

Abstract: В роботі вивчено проблеми розвитку соціального підприємництва в Україні в умовах, продовження воєнних дій і зростання потреби в підтримці вразливих груп населення та вирішенні проблем розвитку місцевих громад. В процесі дослідження використано: порівняльний аналіз та абстрактно-логічне узагальнення. У роботі вивчено проблеми розвитку соціального підприємництва в Україні в умовах продовження військового стану та загострення соціально-економічних проблем. На основі оцінки досвіду розвитку соціального підприємництва визначено проблеми становлення соціального підприємництва в Україні та вказано шляхи їх подолання. Встановлено, що застосування соціального підприємництва у вирішенні соціально-економічних проблем українського суспільства надає можливість організації практичної допомоги, залучаючи власні ресурси. У процесі аналізу проблем розвитку соціального підприємництва в Україні встановлено порівняно незначні обсяги інвестицій, необхідних для розвитку соціального підприємництва та можливість практичної підтримки місцевими територіальними громадами сприяння вирішенню соціальних проблем в Україні, де війна та економічні кризи призводять до збільшення кількості людей, які потребують соціальної допомоги. Саме соціальне підприємництво, за умови підтримки на державному та місцевих рівнях, може відіграти вирішальну роль у підтримці вразливих груп населення та підвищенні якості життя. Результати дослідження можуть бути враховані при складанні державних програм регулювання та підтримки діяльності соціального підприємництва. The paper examines the problems of social entrepreneurship development in Ukraine in the context of continuing military operations and the growing need for support for vulnerable groups of the population and solving problems of local community development. Methodology. The research used: comparative analysis and abstract-logical generalization. Results. The paper examines the problems of social entrepreneurship development in Ukraine in the context of continuing military operations and aggravation of socio-economic problems. Based on the assessment of the experience of social entrepreneurship development, the problems of social entrepreneurship formation in Ukraine are identified and ways to overcome them are indicated. It was established that the use of social entrepreneurship in solving socio-economic problems of Ukrainian society provides an opportunity to organize practical assistance, involving its own resources. Scientific novelty. In the process of analyzing the problems of social entrepreneurship development in Ukraine, it was established that relatively small amounts of investment required for the development of social entrepreneurship and the possibility of practical support by local territorial communities to help solve social problems in Ukraine, where war and economic crises lead to an increase in the number of people in need of social assistance. It is social entrepreneurship, provided it is supported at the state and local levels, that can play a crucial role in supporting vulnerable groups and improving the quality of life. Practical significance. The results of the study can be taken into account when drawing up state programs for regulating and supporting social entrepreneurship activities.
