Виділено основні організаційно-економічні особливості туризму в сфері оздоровлення. Обґрунтовано, що можливості розвитку туризму в сфері оздоровлення залежать від умов, що складаються з сукупності компонентів середовища. Запропоноване авторське групування інфраструктури, орієнтованої на формування найкращих умов для виробництва й реалізації послуг оздоровлення (фізичного, психологічного, духовного й соціального оздоровлення) по спеціальних технологіях і специфічній практиці їх здійснення. Визначено особливість структури туризму в сфері оздоровлення, яка розглядається як інтегрована економічна система регіону. Доведено, що кінцеві цілі реалізації концепцій і теорій розвитку регіонального туризму однакові, основні їх положення й принципи перетинаються та взаємно доповнюють один одного. Сформовано модель керування ринком послуг туризму в сфері оздоровлення. Проаналізовано загальний стан та тенденції розвитку туризму в сфері оздоровлення на міжнародному рівні. Здійснено оцінювання вітчизняного досвіду та проблем розвитку туризму в сфері оздоровлення, встановлено загальні тенденції його розвитку. Сформовано концептуальний підхід до управління розвитком туризму в сфері оздоровлення. Розроблено комплекс заходів щодо управління розвитком туризму в сфері оздоровлення, визначено шляхи рішення проблем, що знайшли втілення в управлінських рішеннях щодо розвитку регіонального комплексу туризму в сфері оздоровлення Херсонського регіону. The dissertation is dedicated to the development and substantiation of theoretical and methodological foundations, along with practical recommendations, for managing the development of health tourism. The author offers a refined definition of health tourism and highlights its key organizational and economic characteristics. It is substantiated that the potential for health tourism development depends on environmental conditions comprising various components. The study proposes a classification of infrastructure aimed at creating optimal conditions for the production and delivery of health services (physical, psychological, spiritual, and social) using specialized technologies and practices. The structure of health tourism is identified as an integrated regional economic system. The research demonstrates that the ultimate goals of implementing regional tourism development concepts and theories are consistent, with their core principles intersecting and complementing each other. A management model for the health tourism services market is developed, alongside an analysis of global trends and the current state of health tourism at the international level. Domestic experience and challenges in health tourism development are assessed, identifying general trends in its progress. Abstract: У дисертаційному дослідженні обґрунтовано теоретичні положення та надано практичні рекомендації щодо напрямків трансформації державного управління розвитком морегосподарського комплексу України в розрізі модернізації морських портів. Визначено, що ефективність системи державного управління розвитком морегосподарського комплексу залежить від наявності механізмів, що дозволяють забезпечити скоординоване, цілеспрямоване та дієве керівництво процесом розвитку морегосподарського комплексу; належний організаційно-управлінський вплив на розвиток морської галузі; реалізацію цілей та загальних і персоніфікованих завдань державного управління, які слід вирішувати в процесі розвитку морегосподарського комплексу. Систематизовано механізми державного управління розвитком морегосподарського комплексу і доповнено їх перелік інноваційним механізмом, який є цілеспрямовано створеною інноваційною комунікаційно-технологічною системою здійснення управлінських реформ з відповідною нормативною базою, функціями, технологіями та інструментарієм реалізації завдань комплексного оновлення морської галузі. Доведено, що механізми слід розглядати через: правове забезпечення, інформаційне забезпечення, нормативне забезпечення, політику, методи, важелі і інструменти, оскільки поєднання означених складників має забезпечити ефективність державного управління розвитком морегосподарського комплексу. Визначено, що державне управління розвитком морегосподарського комплексу є складним і багатогранним процесом, який потребує комплексного підходу та спільних зусиль державних та приватних структур як на національному, так і на наднаціональному рівні, при цьому важливим є створення умов для впровадження інновацій, стійкого розвитку морської економіки та управління морськими ресурсами. Запропоновано науково обґрунтовані пропозиції щодо напрямків трансформаційних зрушень у системі державного управління розвитком морегосподарського комплексу України на прикладі діяльності морських портів, що містять загальні вимоги для визначення та планування майбутніх можливостей та викликів функціонування стійких розумних портів в Україні. Доведено, що впровадження розумного порту в Україні потребує не лише модернізації наявної інфраструктури портів, оновлення архітектури їх діяльності, а також упровадження в практичну діяльність цифрових технологій, які визначаються як технологічні драйвери і є державноуправлінськими механізмами та інструментами, що застосовуються в діяльності морського порту та пов’язаного з ним морегосподарському комплексі для сприяння впровадженню та розвитку передових технологій. The dissertation research substantiates the theoretical provisions and provides practical recommendations regarding the directions of transformation of the state management of the development of the maritime complex of Ukraine in the context of the modernization of seaports. It was determined that the effectiveness of the system of state management of the development of the maritime complex depends on the availability of mechanisms that allow for coordinated, purposeful and effective management of the development process of the maritime complex; appropriate organizational and managerial influence on the development of the maritime industry; implementation of goals and general and personalized tasks of state administration, which should be solved in the process of development of the maritime complex. The mechanisms of state management of the development of the maritime complex have been systematized and their list supplemented with an innovative mechanism, which is a purposefully created innovative communication and technological system for the implementation of management reforms with the appropriate regulatory framework, functions, technologies and tools for implementing the tasks of complex renewal of the maritime industry. It is proven that the mechanisms should be considered through: legal support, information support, regulatory support, policy, methods, levers and tools, since the combination of the specified components should ensure the effectiveness of state management of the development of the maritime complex. It was determined that state management of the development of the maritime complex is a complex and multifaceted process that requires a comprehensive approach and joint efforts of state and private structures both at the national and supranational levels, while it is important to create conditions for the introduction of innovations, sustainable development of the maritime economy and management of marine resources. Scientifically based proposals regarding the directions of transformational shifts in the system of state management of the development of the maritime complex of Ukraine are offered on the example of the activity of seaports, which contain general requirements for determining and planning future opportunities and challenges for the operation of sustainable smart ports in Ukraine. It has been proven that the implementation of a smart port in Ukraine requires not only the modernization of the existing infrastructure of ports, updating the architecture of their activities, as well as the implementation of digital technologies in practical activities, which are defined as technological drivers and are state management mechanisms and tools used in the activities of the sea port and other associated with it to the maritime complex to promote the introduction and development of advanced technologies. 2023-01-01T00:00:00Z
