Abstract: У дисертаційному дослідженні вирішено актуальне науково-прикладне завдання, що полягає в теоретичному обґрунтуванні та розробленні практичних засад трансформації державної політики в сфері національної безпеки України в умовах сучасних воєнних, гібридних, інформаційних, економічних, технологічних та інституційних викликів. Особлива увага приділена переходу від переважно реактивної моделі реагування на загрози до ризик-орієнтованої логіки публічного управління, що передбачає раннє виявлення ризиків, оцінювання вразливостей, сценарне планування, ресурсне забезпечення, міжвідомчу координацію, моніторинг результатів і коригування державної політики. У першому розділі дисертаційної роботи «Теоретичні засади державної політики у сфері національної безпеки» досліджено концептуальні підходи до визначення сутності національної безпеки; розкрито еволюцію державної політики у сфері національної безпеки України; визначено структуру механізмів державної політики у сфері національної безпеки. У другому розділі дисертаційної роботи «Аналіз та оцінка сучасного стану державної політики у сфері національної безпеки України» проаналізовано інституційне забезпечення державної політики в сфері національної безпеки України; здійснено DIMEFIL-оцінку ефективності її реалізації; виявлено ключові проблеми та ризики державної політики у сфері національної безпеки. У третьому розділі дисертаційної роботи «Ризик-орієнтована трансформація державної політики у сфері національної безпеки України» обґрунтовано концептуальні засади ризик-орієнтованої моделі трансформації політики національної безпеки; визначено сценарії розвитку безпекової політики в умовах воєнної та післявоєнної невизначеності; розроблено дорожню карту імплементації ризик-орієнтованого підходу в державну політику у сфері національної безпеки України. Наукова новизна одержаних результатів полягає в теоретичному обґрунтуванні ризик-орієнтованого підходу до трансформації державної політики в сфері національної безпеки України. The dissertation research addresses a relevant scientific and applied problem, which consists in the theoretical substantiation and development of practical foundations for the transformation of state policy in the field of Ukraine’s national security under conditions of contemporary military, hybrid, informational, economic, technological, and institutional challenges. Particular attention is paid to the transition from a predominantly reactive model of responding to threats to a risk-oriented logic of public administration, which involves early risk identification, vulnerability assessment, scenario planning, resource provision, interagency coordination, performance monitoring, and adjustment of state policy. The first chapter of the dissertation, “Theoretical Foundations of State Policy in the Field of National Security”, examines conceptual approaches to defining the essence of national security; reveals the evolution of state policy in the field of Ukraine’s national security; and determines the structure of mechanisms of state policy in the field of national security. The second chapter of the dissertation, “Analysis and Assessment of the Current State of State Policy in the Field of Ukraine’s National Security”, analyzes the institutional support for state policy in the field of Ukraine’s national security; conducts a DIMEFIL assessment of the effectiveness of its implementation; and identifies the key problems and risks of state policy in the field of national security. The third chapter of the dissertation, “Risk-Oriented Transformation of State Policy in the Field of Ukraine’s National Security”, substantiates the conceptual foundations of a risk-oriented model for transforming national security policy; identifies scenarios for the development of security policy under conditions of wartime and post-war uncertainty; and develops a roadmap for implementing a risk-oriented approach into state policy in the field of Ukraine’s national security. У першому розділі «Теоретичні основи дослідження соціальної взаємодії в системі публічного управління» надано харакетристику соціальної взаємодії як наукової категорії, розкрито структурні компоненти соціальної взаємодії у публічному управлінні та визначено механізми соціальної взаємодії влади і суспільства. The research addresses a relevant scientific problem, which consists in the theoretical and practical substantiation of ways to improve the mechanism of social interaction between government and society under the current conditions of state-building in Ukraine. This is achieved through the analysis of existing problems, identification of effective instruments, and development of recommendations for the implementation of innovative approaches aimed at increasing the efficiency, transparency, and democratic nature of administrative processes. The first chapter, «Theoretical Foundations of the Study of Social Interaction in the Public Administration System», provides a characterization of social interaction as a scientific category, reveals the structural components of social interaction within public administration, and defines the mechanisms of social interaction between government and society. In the second section, «Analysis of the Effectiveness of Mechanisms of Social Interaction between Authorities and Society in Ukraine at the Present Stage», the regulatory and legal support for social interaction in the public administration system in Ukraine is examined; a comparative-empirical analysis of the effectiveness of social interaction between authorities and society in Ukraine at the present stage is conducted; and the barriers and challenges in establishing effective social interaction between authorities and society are characterized. In the third section, «Directions for Improving the Comprehensive Mechanism of Social Interaction between Authorities and Society under Conditions of Transformation», a transformational model for the mechanism of social interaction in the public administration system has been developed; strategic directions for transforming the mechanism of social interaction in the system of authority-society relations have been identified; and digital tools for implementing transformational changes in the system of social interaction between authorities and society have been proposed. In the dissertation research, a relevant scientific and applied task has been solved, which consists in the theoretical justification and development of practical recommendations for improving the mechanisms of public governance of the social development of a city under the conditions of modern transformational processes. In line with the objectives of the dissertation, theoretical approaches to studying the city as a polyfunctional object of scientific research have been systematized and the features of its social development identified; the basic components of the public governance system for social development of the city have been defined and characterized, and a typology of the corresponding mechanisms has been carried out; monitoring of the social sphere of a large city has been conducted based on a system-dynamic approach, and a comparative analysis of the effectiveness of public governance mechanisms for the social development of large cities has been performed; problems and challenges in the functioning of public governance mechanisms for the social development of the city have been identified, and modern approaches to the formation of a public governance system for the social development of the city have been substantiated; a model of a socially-oriented integrated city (SOIC) has been conceptualized, and practical recommendations have been developed for implementing social innovations as a tool for improving public governance mechanisms for the social development of the city. Виділено основні організаційно-економічні особливості туризму в сфері оздоровлення. Обґрунтовано, що можливості розвитку туризму в сфері оздоровлення залежать від умов, що складаються з сукупності компонентів середовища. Запропоноване авторське групування інфраструктури, орієнтованої на формування найкращих умов для виробництва й реалізації послуг оздоровлення (фізичного, психологічного, духовного й соціального оздоровлення) по спеціальних технологіях і специфічній практиці їх здійснення. Визначено особливість структури туризму в сфері оздоровлення, яка розглядається як інтегрована економічна система регіону. Доведено, що кінцеві цілі реалізації концепцій і теорій розвитку регіонального туризму однакові, основні їх положення й принципи перетинаються та взаємно доповнюють один одного. Сформовано модель керування ринком послуг туризму в сфері оздоровлення. Проаналізовано загальний стан та тенденції розвитку туризму в сфері оздоровлення на міжнародному рівні. The dissertation is dedicated to the development and substantiation of theoretical and methodological foundations, along with practical recommendations, for managing the development of health tourism. The author offers a refined definition of health tourism and highlights its key organizational and economic characteristics. It is substantiated that the potential for health tourism development depends on environmental conditions comprising various components. The study proposes a classification of infrastructure aimed at creating optimal conditions for the production and delivery of health services (physical, psychological, spiritual, and social) using specialized technologies and practices. The structure of health tourism is identified as an integrated regional economic system. The research demonstrates that the ultimate goals of implementing regional tourism development concepts and theories are consistent, with their core principles intersecting and complementing each other. A management model for the health tourism services market is developed, alongside an analysis of global trends and the current state of health tourism at the international level. Domestic experience and challenges in health tourism development are assessed, identifying general trends in its progress. A conceptual approach to managing health tourism development is proposed, accompanied by a set of measures to address its challenges, particularly in the Kherson region.
