Оцінювання соціальної безпеки як складової безпеки соціально-економічних систем

Abstract

Розглянуто підходи щодо сутності видів безпеки соціально-економічних систем різного рівня: держави, регіону, міста, територіальної громади, підприємства, людини. Визначено, що соціальна безпека є важливою складовою на всіх рівнях, значимість забезпечення якої зростає в сучасних умовах. Окреслена важливість оцінювання соціальної безпеки, результати якого повинні слугувати визначенню рівня захищеності і формуванню стратегій розвитку соціально-економічних систем, забезпеченню соціальної безпеки людини. Досліджено показники для оцінювання соціальної безпеки на різних рівнях, які визначені як в законодавчому полі, так і науковцями. Вказано, що система показників повинна формуватися переважно на об’єктивній інформації, і, за можливості, з використання результатів опитування всіх зацікавлених суб’єктів. Запропоновано перелік показників для оцінювання соціальної безпеки регіонів на основі відкритої інформації Державної служби статистики. The approaches to the essence of the types of security of socio-economic systems of different levels are considered: state, region, city, territorial community, enterprise, person. It is determined that social security is an important component at all levels, the importance of ensuring which is growing in modern conditions. The importance of assessing social security is outlined, the results of which should serve to determine the level of security and form strategies for the development of socio-economic systems, ensuring social security of a person. The indicators for assessing social security at different levels, which are defined both in the legislative field and by scientists, are studied. It is indicated that the system of indicators should be formed mainly on objective information, and, if possible, using the results of a survey of all interested subjects. A list of indicators for assessing the social security of regions based on open information from the State Statistics Service is proposed.
