Удосконалення механізмів соціальної взаємодії влади і суспільства в сучасних умовах державотворення

Abstract

Дослідження розв’язує актуальне наукове завдання, що полягає в теоретико-практичному обґрунтуванні шляхів удосконалення механізмів соціальної взаємодії влади і суспільства в сучасних умовах державотворення України шляхом аналізу існуючих проблем, виявлення ефективних інструментів і розробки рекомендацій щодо впровадження інноваційних підходів, орієнтованих на підвищення ефективності, прозорості та демократичності управлінських процесів. У першому розділі «Теоретичні основи дослідження соціальної взаємодії в системі публічного управління» надано харакетристику соціальної взаємодії як наукової категорії, розкрито структурні компоненти соціальної взаємодії у публічному управлінні та визначено механізми соціальної взаємодії влади і суспільства. У другому розділі «Аналіз ефективності механізмів соціальної взаємодії влади і суспільства в україні на сучасному етапі» досліджено нормативно-правове забезпечення соціальної взаємодії в системі публічного управління в Україні; здійснено порівняльно-емпіричний аналіз ефективності соціальної взаємодії влади та суспільства в Україні на сучасному етапі та охаракетризовано бар’єри і виклики у становленні ефективної соціальної взаємодії влади та суспільства. У третьому розділі «Напрями удосконалення комплексного механізму соціальної взаємодії влади і суспільства в умовах трансформації» розроблено трансформаційну модель механізму соціальної взаємодії в системі публічного управління; визначено стратегічні напрямки перетворень механізму соціальної взаємодії в системі владно-суспільних відносин та запропоновано цифрові інструменти впровадження трансформаційних змін у системі соціальної взаємодії влади і суспільства. The research addresses a relevant scientific problem, which consists in the theoretical and practical substantiation of ways to improve the mechanism of social interaction between government and society under the current conditions of state-building in Ukraine. This is achieved through the analysis of existing problems, identification of effective instruments, and development of recommendations for the implementation of innovative approaches aimed at increasing the efficiency, transparency, and democratic nature of administrative processes. The first chapter, «Theoretical Foundations of the Study of Social Interaction in the Public Administration System», provides a characterization of social interaction as a scientific category, reveals the structural components of social interaction within public administration, and defines the mechanisms of social interaction between government and society. In the second section, «Analysis of the Effectiveness of Mechanisms of Social Interaction between Authorities and Society in Ukraine at the Present Stage», the regulatory and legal support for social interaction in the public administration system in Ukraine is examined; a comparative-empirical analysis of the effectiveness of social interaction between authorities and society in Ukraine at the present stage is conducted; and the barriers and challenges in establishing effective social interaction between authorities and society are characterized. In the third section, «Directions for Improving the Comprehensive Mechanism of Social Interaction between Authorities and Society under Conditions of Transformation», a transformational model for the mechanism of social interaction in the public administration system has been developed; strategic directions for transforming the mechanism of social interaction in the system of authority-society relations have been identified; and digital tools for implementing transformational changes in the system of social interaction between authorities and society have been proposed.
