Удосконалення механізмів розвитку інформаційно-комунікаційних технологій у публічному управлінні

Abstract

Дослідження розв’язує актуальне наукове завдання, що полягає в обґрунтуванні теоретичних положень та розробці науково-практичних рекомендацій щодо удосконалення механізмів розвитку інформаційно-комунікаційних технологій у публічному управлінні шляхом формування концептуальної моделі. У першому розділі «Теоретичні засади формування механізмів розвитку інформаційно-комунікаційних технологій в публічному управлінні» розкрито сутність інформаційно-комунікаційних технологій як об’єкта публічного управління з позиції трьох наукових підходів, визначено сутність розвитку інформаційно-комунікаційних технологій в публічному управлінні та охарактеризовано вплив інформаційно-комунікаційних технологій на ефективність системи публічного управління. У другому розділі «Аналіз функціонування механізмів розвитку інформаційно-комунікаційних технологій у системі публічного управління України» проведено вичерпний, багатовимірний діагностичний аналіз сучасного стану розвитку ІКТ у забезпеченні цифрової прозорості, цифрової участі та цифрової співпраці в діяльності органів державної влади. У третьому розділі «Концептуальна модель удосконалення механізмів розвитку інформаційно-комунікаційних технологій у публічному управлінні України» обґрунтовано концептуальну модель агентного публічного управління в цифрової держави, визначено траєкторії еволюції цифрової держави до агентного публічного управління в Україні; інституціоналізація агентного публічного управління в Україні. Реалізація запропонованих напрямів удосконалення механізмів розвитку інформаційно-комунікаційних технологій забезпечує підвищення стійкості системи публічного управління до криз і безпекових загроз, оптимізацію бюджетних видатків через автоматизацію рутинних управлінських процесів, проактивне передбачення потреб громадян та раннє реагування на ризики, покращення якості та доступності публічних послуг через персоналізацію та цифрову інклюзію, а також через посилення суспільної довіри та легітимності інститутів державної влади через механізми алгоритмічної прозорості та етичного аудиту. У межах дослідження розроблено авторську шестирівневу архітектоніку агентної держави, що ґрунтується на засадах послідовної інтеграції базового цифрового рівня, рівня інтелектуальної аналітики та знань, рівня автономних агентів, рівня етико-правового регулювання, рівня стійкості та рівню взаємодії з громадянами і бізнесом. Зазначені рівні об’єднані принципом якісної емерджентності, відповідно до якого кожен наступний рівень якісно перетворює можливості попереднього через інтеграцію технологій штучного інтелекту в систему публічного управління. Доповнено архітектоніку моделі системою з шести поперечних механізмів управління (стратегічне управління і архітектура, управління ризиками, моніторинг та оцінювання, прозорість та відкритість, безпека та захист даних, компетентності та культура даних), що забезпечують наскрізну управлінську когерентність функціонування всіх рівнів моделі. The study solves a relevant scientific problem, which consists in substantiating theoretical provisions and developing scientific and practical recommendations for improving the mechanisms for the development of information and communication technologies in public administration by forming a conceptual model. The first section "Theoretical principles for the formation of mechanisms for the development of information and communication technologies in public administration" reveals the essence of information and communication technologies as an object of public administration from the position of three scientific approaches, determines the essence of the development of information and communication technologies in public administration and characterizes the impact of information and communication technologies on the effectiveness of the public administration system. The second section "Analysis of the functioning of mechanisms for the development of information and communication technologies in the public administration system of Ukraine" provides a comprehensive, multidimensional diagnostic analysis of the current state of ICT development in ensuring digital transparency, digital participation and digital cooperation in the activities of state authorities. The third section, “Conceptual model for improving mechanisms for the development of information and communication technologies in public administration of Ukraine,” substantiates the conceptual model of agent public administration in a digital state, determines the trajectories of the evolution of the digital state to agent public administration in Ukraine; institutionalization of agent public administration in Ukraine. The implementation of the proposed areas for improving mechanisms for the development of information and communication technologies ensures increased resilience of the public administration system to crises and security threats, optimization of budget expenditures through automation of routine management processes, proactive anticipation of citizens’ needs and early response to risks, improvement of the quality and accessibility of public services through personalization and digital inclusion, as well as through strengthening public trust and legitimacy of state institutions through mechanisms of algorithmic transparency and ethical audit. Within the framework of the study, an author's six-level architecture of the agent state was developed, which is based on the principles of consistent integration of the basic digital level, the level of intellectual analytics and knowledge, the level of autonomous agents, the level of ethical and legal regulation, the level of sustainability and the level of interaction with citizens and business. These levels are united by the principle of qualitative emergence, according to which each subsequent level qualitatively transforms the capabilities of the previous one through the integration of artificial intelligence technologies into the public administration system. The model architecture was supplemented by a system of six cross-cutting management mechanisms (strategic management and architecture, risk management, monitoring and evaluation, transparency and openness, data security and protection, competencies and data culture), which ensure end-to-end management coherence of the functioning of all levels of the model.
